The Proposal Writer Lead is responsible for Federal Government Solutions (FGS) proposal development/proposal writing at the expert level. This position is required and complex proposal content in responses to federal government solicitations and provide guidance to other Proposal Writers at all levels. This position may lead small efforts such as RFIs, data calls, or subcontractor bids. 
Primary duties to include, but are not limited to: 
•Writing original, narrative proposal content in response to complex bids 
•Reviewing and understanding solution materials, and using the materials to develop compliant, persuasive content. 
•Coach and mentor internal Proposal Writers and external Consultant Writers, along with guiding functional Subject Matter Experts (SMEs) on all aspects of response development.  
•Interview SMEs and develop proposal response content 
•Accountable for the initial annotated outline aligned to solicitation requirements and assigned sections, incorporates FGS strategy and win strategies and solution elements  throughout the response. 
•Acts as the internal SME for proposal writing and responsible for quality of drafts. 
•Makes recommendations to style guide, responsible for narrative and ensuring content is current. 
•Maintains, updates, and is responsible for the content library of response materials, and works across functional areas as necessary, with other proposal writer leads, to deliver a comprehensive and compelling proposal in one voice. 
•Provides feedback to internal/external proposal writers and to the Director of Proposal Strategy surrounding quality, timeliness and compliance.
•Actively participates in color review debriefs and incorporates feedback in recovery writing 
•Writing win themes and value proposition statements
Qualifications:
•Requires a BA/BS in a related field and minimum 10 years of proposal related and/or writing experience; or any combination of education and experience, which would provide an equivalent background. In-depth knowledge of government solicited RFPs and expert level experience in managing large-scale proposals or communication initiatives including writing and reviewing healthcare bids for healthcare companies in a deadline driven environment strongly preferred.
Preferred Qualifications: 
•Federal proposal experience
•Three years of proposal leadership experience (eg. Volume Lead/Book Boss experience) 
•Critical thinking/critical analysis  
•Compliance Matrix Development
•Shipley training preferred
•APMP Certification preferred
