Director of Strategic Marketing Planning and Governance

Responsible for the strategic planning function and governance of Government Business Division marketing.

Through strategic planning, this role supports the design and execution of an effective planning process across the GBD marketing ecosystem that yields assessments, strategies, and marketing plans.  The role supports the development of annual marketing priorities, analysis of marketing plans and the integrated GBD Strategic Marketing Plan.

Through governance, this role leads the governance of Medicare and Medicaid consumer experience and messaging. The goal of this role is to create a single owner/centralized governance model including framework, better alignment, clear R+R, decision-making and synchronization of messaging for our consumers.

Primary duties may include, but are not limited to:

  • Directs operations of planning and governance function which may include development of annual integrated plans, monitoring and reporting.
  • Formulates and oversees short-term and long-term marketing strategies and tactics to grow profitable membership.
  • Leads Strategic Marketing Planning process and execution
    • Develops an effective marketing strategic planning process and timeline, coordinating with marketing leadership and other groups across the organization
    • Project manages the marketing strategic planning process, including establishing all meetings, status updates and associated communications
    • Seeks out feedback via conducting post-mortem discussions, survey, and analysis to continuously improve the process year over year
    • Support the development of marketing priorities and objectives, marketing plan analysis and development of GBD strategic marketing plan
  • Leads Marketing Governance
    • Define, design and deliver a governance model across Medicare
    • Establish forums, agendas, documentation and templates for governance model
    • Manages governance model including agenda, content development, timely communications and tracking of key items/actions
    • Support recommendations to address key issues identified and significant transformation projects/programs
  • Hires, trains, coaches, counsels, and evaluates performance of direct reports.

Minimum Requirements

  • Requires a BA/BS degree and a minimum of 8 years of leadership experience; or any combination of education and experience, which would provide an equivalent background.

Preferred Qualifications

  • Strong strategic marketing planning experience.
  • Experience with Medicaid, Medicare, health care or other highly regulated industries.
  • Ability to work collaboratively across a heavily matrixed organization.
  • Excellent managerial skills.
  • Master’s degree preferred.
