Military OneSource Software Development Manager

The Military OneSource Software Development Mgr is responsible for maintaining Information Technology (IT) strategies by researching and implementing technological strategic solutions to ensure the streamlined operation of the IT department.

•    Strong attention to details, planning, and forecasting, with ability to delegate work efficiently and productively.
•    Champion the change management process and coordinate with other teams as necessary.
•    Provide strategic and technical guidance and weigh in on technical decisions that affect cross-functional teams.
•    Contribute to the creation of a high performing team, recommend, review, and set high quality standards.
•    Prioritize business requirements, and report accomplishments and backlog burn down. 
•    Determine level of effort to document, design, develop, test, and deploy needed solutions.
•    Champion secure development standards.
•    Lead development teams to design, develop, test, debug, troubleshoot, and resolve system issues.
•    Lead quality assurance to ensure testing meets requirements according to plan.
•    Mentor staff and lead multiple or small to medium sized projects.
•    Lead Disaster Recovery and system remediation planning and strategies in support of system uptime requirements.
•    Demonstrate self-directed and proactive approach to tackling problems and leveraging personal and team strengths.
•    Manage software development team (developers & analysts) and set goals for each team member to deliver on high performance standards.
•    Hire and train new staff.

Minimum Requirements: 
•    Bachelors Degree in Information Technology, Computer Science or related field. Minimum of 5 years related experience designing and developing scalable enterprise web applications and software.

Preferred Qualifications:
•    Minimum of 5 years experience using Java.
•    Experience developing Web Services (APIs).
•    Experience with RDBMS concepts.
•    Expertise in troubleshooting and providing solutions and workarounds.
•    Experience with AppSec principles and knowledge of security vulnerability mitigation and remediation strategies.
•    Excellent communication and presentation skills; ability to report and present to senior leadership.
•    Masters Degree preferred.
•    Experience handling diverse situations and changing priorities while maintaining a positive attitude.
•    Experience in healthcare information technology.
•    Experience in Continuous Delivery and Continuous Integration pipelines
•    Knowledge of CVS, Git, JIRA, Cloud computing
•    Knowledge of core and web development, including Core Java, JDBC, Servlets, JSPs, J2EE, Web Services, JQuery, AJAX, Javascript, Hybernate
•    Knowledge of Web Frameworks; Struts, Spring, SpringBatch
•    Experience working with Oracle and DB2 databases.
•    Experience with Test Automation Frameworks.
•    Experience with IBM Web Application Server.
•    Experience leading an Agile and Waterfall project team.
