The primary goal of the Delivery Manager is to maintain strong relationships with constituent organizations of CDS, both inside and outside the IT organization.  The Delivery Manager maintains an understanding of the goals of those organizations and manages the delivery of CDS service in support of those goals.  The Delivery Manager coordinates the activities of the CDS analytical and technical teams as they execute their project work, assuring that each projects’ delivery plan stays on track.  When project delivery plans begin to get off track, the Delivery Manager facilitates the identification and resolution of issues, assures that a revised delivery plan is produced and socialized, and tracks the progress through that revised plan. 

Duties and Responsibilities include but are not limited to the following:

  • Maintains an understanding of the business needs of the CDS constituent originations, and coordinate with the IT Service Delivery team on a plan for how CDS will support those needs.

  • Oversees and evaluates the overall delivery of selected CDS teams, and addresses issues when necessary.

  • For Agile teams - Ensures that the team(s) apply the best software engineering practices including, but not limited to:

    • Test driven development

    • Peer reviews

    • Continuous integration and deployment

    • Unit and regression test automation

    • Comprehensive approach to addressing NFR

    • Adherence to standards

    • Comprehensive 'definition of done'

    • Team retrospectives

  • Demonstrates creativity and innovation in applying solutions for the benefit of the customer/stakeholder; promotes the same within team.

  • Uses metrics and tools to understand team performance and efficiency; takes actions to improve the efficiency of the team.

  •  Works with Resource Managers to ensure strong and diverse talent is in place to meet business needs and goals.

  • Identifies and addresses skills gaps in the team that may affect its ability to meet business needs.

  • Provide updates to program managers on project progress and deliverable status

Minimum Requirements:

  • BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 10 years of experience in organizing a series of large size projects into a single portfolio, multiple technical and business disciplines, planning and designing large complex project portfolios, technical systems Process Life Cycle or related field; or any combination of education and experience, which would provide an equivalent background.

Preferred Qualifications:

  • Strong leadership, team-working, communication and computer skills.
