IT Business Systems Analyst Advisor

Primary duties may include, but are not limited to:

  • Completes monthly state-mandated All-Payer Claims Database (APCD) file submissions timely as defined by the state and their data aggregator.

  • Collaborates with business and IT partners to develop high level business requirements in development efforts for various states.

  • Builds and maintains strong relationships with Business and IT partners.

  • Identifies and initiates opportunities to support business activities.

  • Leads the high-level requirements development process.

  • Supports elicitation/development of high-level and detailed business requirements for medium- to large-sized efforts.

  • Performs detailed data profiling and analysis of various data sets for multiple healthcare data types/subject areas.

  • Writes simple to complex SQL queries in support of testing and validation activities.

  • Understands relational database model management systems.

  • Coordinates and facilitates meetings with Business and IT stakeholders.

  • Presents results of data analysis performed.

  • Partners with internal and external vendors to ensure data quality measures are acceptable and performs validations on data prior to submitting data.

  • Supports the management of integrated (business, functional, and technical) requirements and design to ensure that all requirements have been gathered and proactively identifies opportunities for improvement in requirements gathering, documentation, and translation.

  • Supports development of customer strategy plans and technology solutions to meet business requirements.

  • Identifies and manages risks and assists in the creation of contingency plans to resolve issues that impact business objectives.

  • Anticipates and identifies data needs to facilitate the fulfillment of those needs across medium, complex technology initiatives.

  • Participates in a variety of state organized APCD workgroups to understand upcoming mandated submission updates and/or the uses of the data sent.

Minimum Requirements:

  • Requires an BA/BS degree in Information Technology, Computer Science or related field of study and a minimum of 6 years experience in a variety of technologies, documenting requirements and/or building test cases; or any combination of education and experience, which would provide an equivalent background.

Preferred Qualifications:

  • Business Analyst or Business Systems Analyst certifications strongly preferred.

  • Experience with JIRA, Confluence and Teradata.

  • Strong working knowledge of Agile methodology.

  • Effective written and verbal communication skills are necessary to communicate with a wide variety of internal and external audiences.
