Subcontracts Administrator Sr.
Locations: GA-Atlanta, MD-Baltimore, IN-Indianapolis, OH-Cincinnati, ME-South Portland, PA- Harrisburg, NY-Syracuse, VA-Norfolk, VA-Richmond, TX- Denison, MA- Hingham, TX-Denison
This position will work a hybrid model (remote and office). The ideal candidate will live within 50 miles of one of our Elevance Health PulsePoint locations.
The Subcontracts Administrator Sr. is responsible for development, negotiation, and administration of federal subcontracts while monitoring compliance with government regulations.
How you will make an impact:

Performs due diligence on potential offerors, issuing solicitations, reviews and evaluates offers including, but not limited to price analysis and negotiation.

Awards and administers mid to complex subcontract agreements, subcontract close-out activities.

Compliance with federal regulations, NGS procurement policies, procedures, and maintains official procurement files within the system or other designated department records repository.

Maintains awareness of changes in government regulations and develops recommendations regarding company policies and practices.

Serves as the primary company point of contact in dealing with subcontractors and subcontracting concerns.

Drafts and reviews agreements such as subcontract agreements, teaming agreements, non-disclosure agreements, software license, interconnection security agreements, and other legal documents.

Provides advice and assistance to management in resolving subcontracting concerns; and provides support for medium to large scale proposal efforts. Acts as liaison with Contract Administration, Program Operations, and Legal to mitigate risk.

Working understanding of Federal Acquisition Regulation (FAR), Flow Downs, Cost Accounting Standards (CAS), Cost Reimbursable and other flexibly price contract types, Advance Notification and Consent requirements; Contractor Performance Reporting System (CPARS), Request for Equitable Adjustments (REAs), Service Contract Act (SCA), and Certified Cost or Pricing Data (CCPD) requirements.

Ability to manage multiple priorities and fulfill of company obligations and commitments.

High-level understanding of Statement of Works (SOW), Statement of Objectives (SOO) and Performance Work Statements (PWS) for assigned subcontracts; Resolves subcontract level questions and concerns.

Partners with, and supports, internal program management office and business management staff.

Participates in new business pursuit activity as subcontract and procurement representative, requiring a sound knowledge of federal acquisition, competitive and sole source proposal preparation processes; and advises the business pursuit team, program team, and management of subcontract and procurement matters.
Minimum Requirements:

Requires a BA/BS degree in a related field; 5+ years of progressively responsible experience in commercial and/or government related subcontracting; or any combination of education and experience that would provide an equivalent background.

Preferred Skills, Capabilities and Experiences:

A firm understanding of the Federal Acquisition Regulation (FAR) including contract types, and the ability to comprehend and apply laws and regulations applicable to business operations in a government contracting environment is strongly preferred.

Certified Federal Contract Management (CFCM) designation preferred.

Fit into a high growth, compliance-driven, fast paced environment; possess a customer support-oriented attitude

Proactive and efficient in communication, both verbal and in writing

Self-motivated contributor eager to learn the high-level intricacies of performance expectations for NGS Subcontracts Administration

Health care or Health IT industry experience highly desirable; and
-
HHS/VA/DHA contracting/subcontracting and proposal experience is highly preferred.
For candidates working in person or remotely in the below locations, the salary* range for this specific position is $75,920 to $136,536
