Position Title: Mandate Plan/Evaluation Director
Location: Chicago, IL

The hybrid schedule for this position is determined by team needs with the highest in office commitment of 1-2 days a week on site.
The Mandate Plan/Evaluation Director is responsible for serving as a subject matter expert and providing enterprise-wide planning, intake, analysis, and business requirement development for complex State, Federal, Corporate, and Blue Cross Association mandates.
How you will make an impact:
Primary duties may include but are not limited to:

Recommends, develops, leads, and implements enterprise mandate strategies and process improvement opportunities.

Collaborates with compliance, regulatory and legal stakeholders to identify emerging mandates and align with mandate intake and forecasting tools.

Collaborates with stakeholders (i.e. business, IT, Legal, Government Affairs, Compliance) to ensure the successful evaluation of mandates by facilitating the development of detailed scope statements and high level business requirements.

Identifies business owners and subject matter experts to participate on project teams and to determine business impact of mandate.

Develops a plan which includes scope, requirements, schedule, issues, risks and business readiness for business-only management or hand-off to Execution PM/applicable Agile role.

Partners with stakeholders to drive customer focus while aligning business and systems with mandate compliance.

Guides stakeholders to balance the strategic needs of the organization with mandate compliance resulting in flexible solutions and minimum impact to business and to the customer.

Serves as a subject matter expert and negotiator who provides insights and recommendations and guides and influences the decision process and innovative thinking.

May represent the company to external organizations.

Coaches and mentors team members.

Associates in the role may be expected to travel.

Must be able to perform all duties of lower level positions as directed by management.
Minimum Requirements

Requires a BA/BS degree and a minimum of 10 years of related experience including 2 years of regularity/compliance oversight; or any combination of education and experience, which would provide an equivalent background.
Preferred Skills, Capabilities, and Experiences

JD strongly preferred.

Healthcare experience preferred.

Utilization management experience preferred.

Trending analysis and trending capabilities experience preferred.

Prior leadership of complex initiatives involving a matrix managed team and experience in the area of mandate interpretation/analysis strongly preferred.

Unless in a designated virtual-eligible role and specified as primarily virtual by the hiring manager, associates are required to work at an Elevance Health location at least once per week, and potentially several times per week. Candidates must reside within 50 miles or 1-hour commute each way of a relevant Elevance Health location.
