Healthy Blue North Carolina is looking to hire a Whole Health Director, reporting to the Executive Director of our Children and Families Specialty Plan.  This high-performing individual contributor will be responsible for providing oversight and leadership of all prevention and population health, care management and care coordination programs, including oversight of the statewide Children and Families Specialty Plan (CFSP) Care Management model and required coordination and colocation with County Department of Social Services (DSS).  This Whole Health Director will function as our Population Health and Care Management Director and ideally bring their clinical, public health, child welfare, and IDD expertise to this role and our organization to drive success.   This role can work in a hybrid way from our Durham or Winston-Salem North Carolina offices.

 

How you will make an impact:

  • Provide oversight of delegated care management entities, as applicable. 

  • Conduct statewide assessments of community and family well-being, racial disparities, maternal and adolescent health outcomes, behavioral health response systems, and our care management effectiveness, reporting on the performance of care managers across North Carolina.

  • Establishing, informing, monitoring, and accomplishing the health plan’s integrated whole health strategy under the direction of the State Plan President.

  • Championing integration and articulating the goals and value of our comprehensive whole health model to leadership, associates, and key stakeholders.

  • Employing and implementing core concepts of whole health improvement such as social determinants of health, health services research, epidemiology, and statistics to guide the health plans strategic vision.

  • Building, preserving, and prioritizing collaborative, sustainable relationships with public health, social services, local governmental agencies, and community-based organizations.

  • Utilizing social needs screening tools, risk modeling, and community needs assessments to leverage relevant internal and external data sources to understand the markets population served and translate data into actionable evidence to inform strategic planning, policy, and partnership.

  • Overseeing annual program description, whole health analysis and program evaluation documents.

Requires a BA/BS in a relevant discipline, or other degrees such as, but not limited to, master’s level social work, public health, health services research, health policy, epidemiology, psychology, or another relevant field, or licensure as a registered nurse and minimum 5 years of experience in community health improvement, public health or closely related relevant field such as whole health, service coordination, ambulatory care, case, or care management and or coordinating care within multiple settings and with multiple provider types.

Highly preferred skills and experiences:

-Behavioral Health focused fully licensed clinician (e.g., LCSW, LCMHC, RN, MD, DO, LMFT)

-Reside in North Carolina

-5+ years of demonstrated Care Management/population health experience in a healthcare organization serving Medicaid beneficiaries.

-5+ years of experience working with children, youth and families served by the child welfare system and/or familiarity with the State agencies that are involved with their care (e.g., DSS, Department of Public Instruction, Division of Juvenile Justice and Delinquency Prevention, DMH/DD/SUS)

-Expertise with evidence-based treatment for outpatient behavioral health care

-Expertise with public health, child welfare, IDD, and Medicaid waivers

-Experience working inside Local Management Entities / Managed Care Organizations (LME-MCOs) serving North Carolina
